Install asks for scorm &auth questions on install rather than just front page settings

Description

The usual install method is:

1/ Run general install schema updates
2/ Create admin user
3/ Set sitename/description

But now in step 3) we get asked for Self registration setting and a lot of the SCORM/AICC settings.

I think this may be because the SCORM settings do not have defaults - but the register auth settings do have a default of 'disable'

added some defaults in 1.9 and HEAD - I have use the first value that was preselected as default, maybe it would be better to set some more sensible defaults there.

Piers, could you please review the defaults?

the auth setting with default disabled is intentional - needed for BC with old books and admin training - it was originally on by default, but you would have to dig deep to find it

Hi Petr - I would like to change the default grademethod to GRADEHIGHEST, if you are OK with this, as I think people do forget to set grademethod and maximum grade correctly - resulting in questions in the forum.
Is this OK with you?

Tested fresh installs of stable 19 and dev, and all looks great - thanks.

Have made a commit to change the defaults to be highest grade oriented - hopefully this will help reduce over looked configuration of SCORM activities.
