Description
There is a risk that a user deletes a wrong question if someone else has reordered quiz: Since questions are deleted from quiz based on their ordinal in the quiz, a user may end up deleting a wrong question if the quiz has changed since he reloaded the edit page.
Tim: "Why not change the delete links so that they use something unambiguous like the question id to control what to delete?"
Note to self: only the up, down and delete icons are affected. The bulk action checkboxes use questionid.
