As the list of things that can be tagged grows, the tag/index.php page gets longer and harder to use. This improvement adds shortcuts to the tags for each sort of thing so users who are particularly interested in, for example, other users, can jump quickly to that section.

I've had to restructure the language strings a bit to make this work.
