Description

If the "Update course settings" (moodle/course:update) capability is removed from the teacher role for the purposes of removing access to the course settings screen, teachers can also no longer edit labels. We tested this on a 1.7 where roles were introduced and 1.7 didn't seem to have these two tied. I am wondering if this was changed at some point to give a way to secure labels from non-editing teachers. This seems to be about the only course element without its own discrete manage capability.

We might be able to provide some code for this as part of a client project if this seems like the best way to deal with the issue. We created a custom course settings block for the client so that certain course settings could be restricted. It was done as a block to prevent modifying core, but as a result of this function being tied to the capability it can't be deployed.

Does it make sense to add an capability for managing labels in the course?
