Add a new formslib field type to be used for tagging things.

Should the value should be set/returned as an array of tags, as passed to/returned from set/get_tags.

Need two modes, one listing official tags, and the other not. (For the edit blog post and edit profile pages.)

Scope for a better UI with JavaScript, but that can probably wait.
