I am very curious: what seems problematic about this to you at the moment?

To me, the most important thing is to allow users preserve their context between the tools:

• If a user came from a reordering tab in quiz editing to question bank, the link provided from question bank to quiz editing should go back to that tab.
• Similarly, if after being in the question bank once the user goes there again, they should be brought to the tab where they left question bank last time.

This might well be something to start a forum thread about, to find out what everybody thinks, though.

Just to note, I propose to leave dealing with this until after the Moodle 2.0 navigation changes have been made.

I think the new navigation and settings blocks effectively solve this, so I am resolving this fixed.

(However, not that there are currently bugs like MDL-23512. I am working on them.)
