Besides default roles (Administrator, Teacher, Non-editing Teacher, etc.) there is need of a role who is responsible of enrollment of the students in all the courses offered in a particular semester. New role shall be given to the Registration Department personnel to enroll students in all courses and relieve teachers of doing so. Furthermore, this new role must not be able to change anything other than the purpose it is created for. User of this roll shall be assigned System-wide access so this way he/she shall be able to access all the courses and enroll students in all the subjects.

Most larger sites use some form of sync with external student information system, or through batch file uploading which can also update course enrolments.
This should be easy in 2.0 if we decide to reimplement enrolments.
