Description
When importing or restoring a forum with "Force everyone to be subscribed" set to "Yes, initially", already enrolled users with mod/forum:initialsubscriptions set to allow at course level, are not subscribed to the forum.
What happens then is that teachers/students are posting to this forums and people are not getting emails... this confuses our teachers.
A patch is provided that can be used to solve the problem.
To reproduce:
1. Create a course: NEW_COURSE
2. Enroll people with mod/forum:initialsubscriptions into NEW_COURSE
3. Import a forum with subscription option set to "Yes, initially"
4. The list of subscribers to this forum is empty
Maybe this applies to 1.8.x, 1.9.x branches.
