Allow instrucotrs to decide themselves whether to include sclaes in aggregation or not

Description

Right now it is up to the admin to decide where scales should be included in aggregation or not for the whole installation. However, some instructor prefer to have simple text labels, and other would like to have calculations attached.
Thus, it would beneficial to allow instructors to decide this on the course level (similar to the outcomes).

(p.s. if an admin sets "not to include" scale in aggregation on the installation level, the choice re aggregation of outcomes should be hidden from instructors, since nothing will be calculated anyway)

I have read your forum posts on this. My own view is that we need to move to make the gradebook more simple, and I am concerned about adding more options for the teacher or site administrator to have to choose from.

Is there a reason that you can't just put activities that you don't want factored into a grade into a category that has no weight? See my gradebook tutorial on how to set up weighted categories if that is not clear: http://docs.moodle.org/en/Gradebook_1.9_Tutorial

If it can work that way, I think it is a better way to go until the gradebook can be simplified more.

I totally agree on making the gradebook more simple, but I also vote for flexibility.
It is indeed possible for instructors to use categories to remove scales (if forced by an admin) from aggregation, however I believe that this makes it a little more clunky for them, than having a simple checkbox "include in aggregation" or not. For me scales and outcomes come hand in hand together, thus it would be nice to treat them the same.
I know that it is hard to accommodate every single interest in gradebook development, but I think that having an option for this feature can benefit various installations.
Saying all this, I agree that we do not need to jump into developing this feature asap, this is definitely for the future to-do list.
