Description

In the registration section of a new User in the Moodle.org website, the caption field is inaccessible because the focus jumps to the link bellow that one.

For people that use screen reader, it's impossible to create a new account with this bug, using tab navigation.

Jason, thanks for your report.

I've changed this issue from a moodle.org sites one (MDLSITE) to a Moodle one (MDL), as all sites using reCAPTCHA are affected, not just moodle.org.

This changes the tabindex to 0 to fix the tab orders
