Currently it is not possible to use Moodle for computer-based formal examinations (except for Quizzes).
It would be a large feather in Moodle's cap if students could complete their examination work on a computer, and then submit the resulting work using the 'Advanced uploading of files' assignment type. But there is no way to put a password on such an assignment, which means that it is not possible to ensure that only students physically present in the exam room can upload.
In addition, if the resources they need for the exam are on the Moodle course page, there is no way to allow only those in the exam room to gain access to the files. Those registered for the course who are not in the exam room can download the files.
The only way I can see to solve this at present is to create a whole new course for the examination, and give it an enrolment key. But it really shouldn't be necessary to do this when the students are already enrolled in the appropriate course.
The best way of solving this would be to allow all assignment and resource types, or whole topics (into which the assignments and resources could be inserted), to be given "Require password" and (ideally) "Require network" options as is already done for the Quiz type.
