fullnamedisplay default value should be 'Language'

Description

Full Name Format (fullnamedisplay) default is First name + Surname, but
Japanese names and also names in other language are called in Surname + First name order.
So we always should change the Full Name Format to Surname + First name or Language after setting up each Moodle site.

I wish Full Name Format (fullnamedisplay) default is set to 'Language' in the next reelase.

Maybe because the patch.txt is wrong in the direction.

@kita: when i tested this issue, i was looking at different area from what you specified and didn't find the issue. That's why i commented the above message. sorry.

anyways, i had applied and tested the patch on my local machine. Since Martin had approve it, I will commit the changes to 1.9.7 and HEAD tomorrow.
