German language pack - a lot of missing strings in older versions

Description

Hello,

I found out that in the current german language pack a lot of stings are missing. Translating all the new strings should not miss the view to the older versions of Moodle. If you look to Moodle 2.0 and you find only 50 missing strings than all translators can feel fine. But when you also take a look to the older versions that should have a better state .... no!!!

30 strings in Moodle 1.9.4, 2 strings in Moodle 1.8.8, 6 strings in Moodle 1.7.7 and more about 50 strings in Moodle 1.6.9 ..... you should not delete the older strings from the Moodle language packs!!
