Moodle 1.8.3 appeared to allow uploading of tutor response files for assignment type single.

Moodle 1.9.4 only allows uploading of tutor response files for assignment type advanced.

It is possible to workaround by using advanced file upload type and setting the number of files to one, however, it would be more helpful to have the response files upload option available on single file upload. I was fairly sure that this was how it was implemented on our previous version (1.8.3).
