Access to the new filters option in the course context (with the exception of front page) is via the "Roles" link. This is not intuitive IMO.

The location of the tab with the roles related tables for activities works because one is viewing the page with the settings for the activity (initially at least). This is not the case when one clicks the "Assign roles" link.

Suggest for the course context a "Filters" link in the Administration menu (or less ideally, on the course settings page).
