Description
I have a patch that fixes it but don't really understand what the problem is or how to test it. Hopefully someone can review this

broke the export. The patch just makes it work as it should. This
should actually be applied to core Moodle too.

Hi Howard,
please find an updated patch file, the first one only fixed half of the problem 
You can see in the attached qti2-generated output files pre-patch.xml and post-patch.xml files the difference. Without the patch there are no answer ids, and so no way to determine what the correct answer is.
