Description

As suggested by Martin D in MDL-19246:

Add a check to the security report for .zip files in the site files area, asking admins to make sure they are not leaving course backups there

How are we supposed to know which zip file is backup file? There might be very many of them there.

I am a bit afraid that just telling "you have 297 zip files in site files, please make sure those are not backup files" will not help much

Resolving this as 'won't fix' since in 1.9.6 we have a secure backupdata folder with a message telling people to use it - MDL-20371.
