Global search settings do not display properly even when changed.

Description

This only affects the display of settings, not whether a setting has been set or not.

Specifically, changing the "Use moodle root for external converters:" to "No" will, in fact, change the setting in table mdl_config. However, the setting does not display as having been changed. It still shows "yes".

Steps to reproduce:

1) Admin->Modules->Blocks->Global Search
2) Change "moodle root for external" to "No". Save.
3) Still displays "Yes". An examination of the Moodle database table mdl_config shows that it has been changed.
