This is a meta bug for the GSOC'09 project Improve Moodle User Experience Consistency.

This could have been addded to Moodle.org Sites but I felt it still has more to do with the development of Moodle itself than with the goals of any of the Sites, as it aims to have an effect on Moodle's development and ultimately, concrete code.
