Forum Not Sending Out Messages After An Upgrade

Description

After upgrading (actually a complete rebuild to fresh installation of moodle with courses/frontpage restored) the forums no longer send out. (upgrading from 1.91 to 1.94. Then further upgraded to 1.95 (via cvs) to try to resolve the problem but the previous fix appears only to work for php4 but not for php5.

Based on what is said in the description and/or comments in this tracker issue and MDL-19266, it would appear to be a different issue for several reasons:

1. Although the "previous fix" mentioned in the description is evidently the one for MDL-19266, that one was reported for versions 1.8.9 and 1.9.5 (and presumably the versions in between), while this one only reared its ugly head after upgrading from 1.9.1 to any of the versions from 1.9.2 through 1.9.5.
2. The previous issue only occurred when using php4, not php5. This one specifically states that it occurs with php5, and that the "previous fix" that worked for php4 does not avail for php5.
3. The previous problem only occurred for posts containing links. It might be nice to know whether the presence or absence of links has any effect on this one.
