allow calendar events without times

Description

Allow events to be added to the calendar that only have dates, but not times. There are certain types of events (such as a one-week festival) that it would seem strange to be listing a specific time to the level of exact time of day of starting and ending.

It would be a very nice feature indeed to have day events. Our students are using the Moodle calendar in Kontact (KDE/Linux) on their laptops, but it really looks rather messy with "day events" clogging up the screen. By the way, this also applied to Moodle 1.8.2+, but I do not know how to alter the "affects version" field.

It would be so useful to have this feature as I want people to put dates in their diary before knowing the start time. It is dangerous to give an estimated time as they may not be aware any changes and turn up at the wrong time. One of my courses has guest users so I cannot use a post to an 'everyone subscribed' forum.

v1.9 now and I think this issue persists.....please correct me if I am wrong. I run a site that is linked to 'physical' courses - so I want to put up the course dates but usually so far ahead that I don't know the start and finish times. Moodle forces me to show a 'guesstimated' start/finish time.
