Whilst looking at MDL-20100, I discovered that the problem was actually that htmltidy was enabled, but not able to work because the correct extension php wasn't not installed.

Perhaps we need some sort of check if a filter can be enabled (e.g. required php extension/latex binaries) so the user is aware why a filter is not being applied..
