Questions HotPot Import - should not give user option to fix incorrect grades

Description

When importing a HotPot quiz file, if the grading is not correct the questiontype can ask the user if they want to fix the problem. This should only happen in the question editing screens. The options will simply result in a fatal error in the question import. See the attached example. This also generates a few notices which should be fixed too.
