Can not trigger update of Moodle 1.9.5+ with new CVS build

Description

CVS works fine wrt replacing the files in the server/moodle/m19 folder BUT notifications will not work to trigger an update the of the database. Build still shows 20090805 instead of 20090909 (which is in the version.php file)

The only change to the standard install besides adding a few third party blocks and activity (LBG) is the following:
I made a server/moodle/m19 folder and server/moodledata/moodle19 folder so that a m20 build could later run off the same XAMPP server.

I tried the regular forum and there were no takers, so not sure if it's an issue of my own or something that is replicable. I usually work in linux and Mac OS X and hve not run across this issue before. Adding a new third party block triggers the notifications fine.

We have detected that this issue has been inactive for over a year has been recorded as affecting versions that are no longer supported.

If you believe that this issue is still relevant to current versions (2.1 and beyond), please comment on the issue. Issues left inactive for a further month will be closed.
