Change the word "Topic" in the Latest News block to something less ambiguous

Description

The Latest News block currently contains a link saying "Add a new Topic..."
This is confusing for some users as the word "Topic" is also used on the same page to refer to the boxes containing resources and activities, and "Add a new Topic" could suggest that it adds a new one of these boxes.
The text in the block should be changed to refer to forum posts using a different word.

Thanks for reporting this issue.

We have detected that this issue has been inactive for over a year has been recorded as affecting versions that are no longer supported.

If you believe that this issue is still relevant to current versions (2.1 and beyond), please comment on the issue. Issues left inactive for a further month will be closed.
