Default exception handler should log to webserver error log

Description

The default exception handler doesn't ever log to the apache error log, even with DEBUG_DEVEL turned on.

We need this kind of reporting to troubleshoot errors on systems with debugdisplay turned off.

Looks OK to me, thanks for the fix, can you check in? Just make sure you use 4-space indenting
