'Show navigation' PDF file setting need to be set to 'Yes, without frame' for Moodle installation upgrading a version previous 30th Sept 09

Description

MDL-20320 introduced a new behavior for 'Show navigation' setting for PDF file.
They were before always displayed in an object tag (option 'Yes, without frame').
They now can be displayed without navigation, within a object tag or within a frame.
The upgrade patch need to be ported on 2.0
