Description
When logged in to Moodle 1.6 Beta 5 (2006050503) as a student the turn on editing button is visible on blog pages and will allow the user to toggle the edit icons on the blog page. It is also possible to add blocks to pages, for example on the blog tab in the student profile it is possible to add rss blocks etc.

I suggest that there's at least a usability problem here, if not a missing administrative feature to disable this user feature.
I've cross-linked this discussion ( http://moodle.org/mod/forum/discuss.php?d=62373 ) to this tracker issue; I think the very existence of that discussion shows that this feature isn't what people expect or necessarily want.
I've never used the blog module, so I'm learning about it now and do not yet have a suggestion for resolving the confusion.
