The backup for the 1.9.+ does not backup all the Roles names. It only backup role_names for roles that are assigned in the course.

Hence if you have a course template which you want to use over and over and does not have any assigned roles, none of the role-names gets backup.

Need to add the option to backup all role-names that are defined, even if they are not assigned in the course. It could be a course template.
