Description

With AJAX course editing turned on, blocks are no longer staying in place if you move them. If you have a block on the upper right of your course and you drag it one block down, it moves to the bottom of the blocks on that side of the page. If you add a new block, it appears at the bottom of the column. When you move it, it moves, but once you turn editing off it moves back to its original position.

this is seem to be a duplicate issue with MDL-11131.
Please refer to MDL-11131 for patch and solutions.

Drag and drop is now working correctly in the latest version of Moodle 1.9.x. This issue can be closed.
