Description
Something strange has happened today in my test environment:
- Moodle 1.9.x (current from CVS).
- Logged as admin and was requested to change pass. Oki. Set it to xxxx (fulfilling policies).
- Use the "login as" feature to stay as editing teacher for some hours.
- Click in the "Admin" link to leave the "login as" feature.
- I was requested to change pass again! And did that from xxxx to yyyy (so the first change
xxxxhad happened).

I changed password yesterday/today morning as part of the upgrade or after login, not sure (the form was presented to me). Then I changed the password (I know that because I just added one * to it). Then I continue working and, after playing as teacher, when leaving that, the change password page was presented to me again. And I know I had already changed the password in that site because in the old password I had to write my password with that * (that never has been part of my password) and set the new one with two **. Not sure if, while being logged as teacher I did another cvs update or no (I think no).

Confirmed, already happens in 1.8 and, I bet, in HEAD. Adding versions.
