Through recent changes the OUTPUT->action_link now forces a popup action
ln 1169: $link->add_action(new popup_action('click', $url));

Not sure if this is the desired action or not....
If you decide this is not a bug Petr not a worry I'll just convert the couple of uses in navigationlib.php
