The completion system progress report uses a different capability than course reports in general. It is possible to enable this capability without enabling course reports (you would then have to provide users with a direct link to the page, as they won't be able to see the reports page).

However, if you do this, the progress report page still contains a link back to the reports page (which they can't access). Just needs a has_capability check.
