Work started. I modified get_string() so that it firstly looks into the plugin scope. Anyway, get_string() is supposed to be rewritten soon so it does not matter too much

Hmm... Filters are not pluggable at all. Message processors are weird. I will leave those strings as they are.

Number of string files in lang/en_utf8/ decreased from 155 to 54. Some of the remaining ones should be transformed into proper filter_xxx.php and moved out. That is beyond the scope of this issue at the moment.
