Restoring as a new course without user data creates new course ok but restorer doesn't have any rights to created course.
So i suggest that restorer should automatically become a techer of that new course.

Ok. Is this approach correct for you:
If the user executing the restore isn't an admin and, once finished, the course hasn't teachers, the user executing the restore will become a teacher of the course.
Y/N?
