Description
I noticed that if someone wants to visit a site as a guest, they are forced to agree to the site policy. I feel this should be at least an optional setting made by the admin, or done away with altogether. Since guests are only allowed to view a site, many of these policy issues may not apply to them. Secondly, because guests may reach the site from Google, forcing them to agree to this policy may actually scare some of them off from the site. Also, frequent guest visitors will have to agree every time they visit, which also would be a turnoff.

I've bumped this up in priority because this problem seems to still exist at test.moodle.org. If a guest is required to login as guest, he is still being presented with this agreement. I have already found that moving the login as guest button up to the top of the login page reduced significantly the number of people who left my site from the login page, which tells me if it isn't easy to be a guest many people are just unwilling to register.
And so I am really worried this new feature will simply scare off more of them. Guests need to be allowed to browse without any sort of agreement thrown in their way or they will not log in.

Suggest making this switchable with a config variables setting. Some sites do require that everyone (including guests) agree to a site policy.
