When a student clicks on submit all and finish, a check should be performed to make sure that they gave some sort of answer for each question in the quiz, and if they didn't, inform them of that fact and give them the option of remedying the situation. I anticipate my users will be doing their quizzes over a period of days or even weeks, and even in no particular order and so warning them if their work is incomplete would be helpful.
