Tooltips of the HTML Editor buttons are displayed wrong language (force language mode)

Description

In 'forced language mode', the tooltips of the HTML Editor buttons are displayed in the user language.

Eg. if user language is 'de' (german) and the course is in 'fr' (french), with 'Force language' option enabled, the tooltips display in german, though all the other strings are translated in french.
