Description
When creating a file to bulk upload users and subscribing the same users to one or more course, Moodle upload users without checking if a user is already registered and already subscribed to the course, thus creating duplicated user entries (same user, password, email....), something that is impossible to do when admins manually creaes account or letting users to manually register themselves.

This bug is still exist in 1.8.x and 1.9. Anyone working on this?
