Description
Initially setup course without groups, several forums with initial discussion by teacher (who is also admin).
Added visible groups when 2nd term students enrolled, put 1st term students in Term1 group, 2nd term students in Term2 group. Term2 students can start own discussions and can see teacher and Term1 posts/discussions, but cannot reply to them, including discussions started by teacher.
If change forum to separate groups, Term1 students can see teacher discussions and Term1 replies, but still cannot reply to teacher discussion.
Term1 students can reply to teacher and Term1 discussions and posts as expected.
Term2 students should be able to reply to teacher discussion threads, same as Term1 students, with either separate or visible groups.
Tested on production site (1.5.2+ 20Jul05 2005060220) & localhost (1.5.2+ 08Aug05 2005060222, course restored from production backup).

Tried again today with latest update from CVS. Started new course with visible groups. Added self (admin) as teacher (not in a group), student1 in group1, student2 in group2, and student3 not in a group. Started new forum with separate groups. Started 3 discussion threads: general discussion to all participants, discussion1 to group1, and discussion2 to group2. Student 1 could see general discussion but not reply, could see and reply to discussion1, could not see discussion 2. Student2 could see general discussion but not reply, could not see discussion1, could see and reply to discussion2. Student3 could see general discussion only, and could reply to it. Teacher could see and reply to all discussions. Student1 could reply to teacher reply within discussion1, student2 could reply to teacher reply within discussion2.
So the odd part is that students assigned to any group cannot reply to a discussion sent to all participants by the teacher. This effect is especially serious with a single discussion forum, but in every case, the teacher wants a discussion to all students to be more inclusive than one sent to just one specific group.

You can't let students reply to a post to all participants within a grouped forum, because it would no longer be a grouped forum!!
The point of groups is to keep students separated.
If you want groups to respond to a teacher discussion, you need to post into each group separately. Select the group, then make your post.
