Description

When the Activity Names Auto-Linking filter is turned on, Activity linking across courses occurs in the forum email notificaton messages. This means that if a word is used in a forum post and the word matches an activity name from another course, the word is presented as a link in the email notification of the post. When the post is viewed from inside moodle, in the forum, the word is not linked - only in the email notification.

In the specific case I encountered, the linked word was occuring as topic heading in a topic block of another instructor's moodle course. The email message was posted to a forum in my course.

I am unable to reproduce this - as far as I know linking is not performed in mail messages at all. Where are you viewing the messages?
