I propose that the emailing of messages is handled by cron. The current system leads to a lot of delayed messages and hence many complaints from users.

I have updated this to major because the delayed messages are causing a lot of problems.

It is a big problem for us, also. I vote +++ for adding to cron.

With the rewritten messaging system in Moodle 2.0, this issue now seems obsolete.
