Don't publish quiz grade until all questions have been marked

Description

Currently grades for quizzes are published already before all questions have been marked. This may be misleading, in particular in questions with manually graded questions (essay questions). I am wondering whether perhaps an entry in quiz_grades should be created only once a quiz is completely graded.

A bit of thought has to go into the question of what to do with quizzes that allow multiple attempts. Should grades only be published after the closing date or once all attempts have been exhausted?

I think you will also need to give some thought to the fact that teachers will now be able to add comments to automatically graded questions. This, along with the essay questions, turns the quiz into a more interactive process between student/computer/teacher rather than just student/computer. While in some settings teachers may want students to have access to grades immediately and the teachers may not want to review the students' quizzes manually at all, in others a teacher might want to review each quiz first and it would be nice if there were an optional setting that would make a check box next to a student's quiz that they could check off once they reviewed a student's quiz. At that point, the comments and the grades could be released to the students.
