Course Settings are getting to long

Description

The course settings are suffering from additional features being added to a list and they could do with being presented better.

I proposed the settings should be grouped using form field and a show / hide button for each setions also like the options when you add a web resource to a course. The buttons should be collapsed by default and could (possibly) be in the legend tag.

It is much improved over the version in the thread.
I still feel it is quite long and a lot of setting could be left out on the initial creation (perhaps a global default course creation setting to stremline things) or the use of show/hide buttons to expend / collapse sections.
