(the only point to discuss is to decide if site:uploadusers is the better capability to control the exports) attached is the patch update for moodle 1.8+ (May 1st, 2007)
I do upload files one more time because the downloadtxt.php file was downloading the list of users in tab separated value and not CSV. Now fixed and reloaded.

one more moodler is asking for this feature and would like to vote for it but the software replays: "You cannot vote or change your vote on resolved issues." (See: http://moodle.org/mod/forum/discuss.php?d=75200 )So... ok, this feature request priority is low, I do accept it... but, at least please, let us vote for it.  Attached is the patch working for today's Moodle 1.9 release.

 I think this definitely needs a new permission, because ppl could be tempted to give site:uploadusers to normal teachers which could have dangerous consequences I hope that this path will be available in future versions of Moodle.
This patch is very important for teacher!!!!! Catia As far I can understand from
http://moodle.org/mod/data/view.php?d=13&rid=1162 people is providing alternatives to get this same feature. In Moodle 1.9 there is a new feature in Admin block allowing to select and download users based on sophisticated filtering. You may want to check this feature.

why do the software selected Skodak?
[nothing against you, I am joking] I made this addition by rewriting what Vy-shane teached me by recoding and adding my previous addition (to download logs to excel and txt, see feature request 5024) to 1.7.... and I was waiting for him again. [End of the joke]
