There appears to be no ONE URL for all categories and questions in a Moodle install. A one stop view for an Admin for all questions and categories would be a huge step up for Admins!

The easiest way to do this would be as an admin report that lists all categories, and the number of questions they contain - each as a link to the editing page for that category.
I am not sure how useful this really is, so if you really want this, you will probably have to get someone to implement it for you (or do it yourself). But it is not very hard.
