Description
It would be helpful if blocks that are hidden from view were not collapsed for the teacher. Sometimes I want to see or edit the content of a block (e.g. Chardelle's section 100 block) without letting students see it. Because it is collapsed, I can't do so without making it visible to students first, so I either have to do it really quickly, or close the course temporarily, neither of which is ideal.

Most blocks do not need this, maybe it would be enough to add Edit icon to those needing it, because it is visible for teachers even when hidden.

Blocks that are hidden from students are effectively hidden from the teacher because their contents are collapsed and can only be seen by unhiding the block! I challenge anyone to come up with a single use case for a hidden block! Besides, the behavior of side column blocks should be consistent with the behavior of blocks in the center column. This should be classified as a bug, not a feature request.
