New AJAX course format does not work in Safari

Description

The new AJAX interface is working on Firefox and IE, but not properly on Safari.

1) Blocks can drag and drop OK.
2) Topics can not be dragged by the icon (the icon is dragged instead).
3) Activities can not be dragged by the icon ( an outline moves but nothing is dropped).

There seem to be two issues with safari.

The first one which corresponds to #2 above is that the safari browser overrides the drag behavior of the handle to allow users to drag the images out of the browser into other things.

The second issue is that when you pick up an activity it should see two sets of targets to be dropped on, one being the other activities and the other targets are the sections. It is only seeing the other activities as targets in safari though.
