Add Time field to Database module

Description

To go with the date field a time field that also auto fills as the date field does would be a great addition. Also would be great to bea able to sort by this field.

I think it is a mistake that this issue is marked as a clone of MDL-9758. If I understand correctly, this asks for a new field type, parallel to date-type field, whereas MDL-9758 is about intrinsic timestmping of records or rather access to those stamps in record views.

I am attaching implementation of the field of type time for the data module. There are two versions in the attached file, one for Moodle 1.8 and another for Moodle 1.9.
