Description
"consider the use of 'fieldset' and 'legend' tags to group controls together. There is differing advice about how these tags should be used and so examples need to be implemented and tested: requires further investigation. "
This is part of the formslib work, but we need wider feedback from users to make decisions. At least with the new forms reworking individual forms is trivial.
